I. Vision and Goals

Ecological shore section. Including important coastal zone types such as river inlets, bedrock coast, natural headlands, lagoons and mangroves.
Ecological sea area. Including coral reefs, sea grass beds, mangrove marine reserves, aquatic germplasm resource reserves and other near-shore waters.
Ecological function zoning.
Including primary ecological function area, secondary ecological function area and ecological protection function area of near-shore sea area.
Primary ecological function area. Refers to the area where the ecological protection red line is strictly controlled and rigidly restrained, and is the core skeleton of ecological functions and ecological security. The first-level ecological function area includes the prohibited ecological protection red line area and the restricted ecological protection red line area; the prohibited ecological protection red line area prohibits development and construction unrelated to ecological protection, and the restricted ecological protection red line area implements strict spatial utilization control.
Prohibited ecological protection red line zone: including the core area and buffer zone of nature reserves, terrestrial germplasm resources distribution area, other very important biodiversity protection areas, mangrove concentrated distribution areas, primary and secondary protection areas of drinking water sources, other very important water conservation areas, very important soil and water conservation areas, natural coastal zone protection areas, etc.
Restricted ecological protection red line: including experimental areas of nature reserves, aquatic germplasm resource reserves, other important biodiversity reserves, quasi-protected areas of drinking water sources, other important water conservation areas, important soil and water conservation areas, scenic spots, geological parks, forest parks, wetland parks, natural shoreline ecological buffer zones of coastal zones and nuclear power safety buffer zones, etc.
Secondary ecological function areas. It refers to the area where ecological indicators are controlled, which is both the production space of agriculture and forestry, and also an important ecological space. Town functional area. V. New urbanization
Urbanization development goals.

2. Optical network.

4. Gas network.

5. Water network.

IX. Spatial control
First-level ecological space control requirements.

Second-level ecological space control requirements.

Control measures
